Guest users and Anonymous users who access a Confluence space will not have access to the SubSpace Navigation app by default.
What are Guest users?
Learn more about guest access here: Invite guests for external collaboration | Confluence Cloud | Atlassian Support. For Guest users, space access needs to be manually assigned.
When a Guest user accesses a Confluence space, they will not see SubSpace Navigation Menu.
What are Anonymous users?
Anonymous users are external users who can use a Confluence instance without having to log in.
When a Guest or an Anonymous user accesses a Confluence space, they will see a version of the SubSpace Navigation Menu with the message: "This is the SubSpace Navigation app! Follow the steps outlined here to gain accessThere is no navigation defined yet." (see Image 1).

Making the SubSpace Navigation Menu visible for Guest and Anonymous users
It is possible to display the Menu for Guest and Anonymous users.
To do thisFirst, you need to grant access to the anonymous users globally (see Image 2).
Image AddedSecond, you need to grant Anonymous access to the space named “Communardo Products” where the data for the Navigation Configuration is stored (see Image 3).
Image AddedThis would allow anonymous users to see the SubSpace Navigation Menu.
For the guest users, you need additionally to assign globally a specific space for them to access (Image 2)
